Android and Google TV are both from Google, but it's not easy to transfer files between the two platforms. Maybe Google expects that you won't need such functionality because there's no built-in solution as of writing. Thankfully, there are different third-party options that you can use if you want to transfer files between Google TV and your Android phone.
